America should prepare – and without delay - for the coming flight of rich people and money.

It will do so by introducing new unobtrusive legislation and by practical steps to enforce national interests. That is, people will know you’re after them, no matter what and no matter how. Nobody will start a war over their fate as American citizens. 

The legislation will provide that no one can legally give up their American citizenship before they pay up whatever is due to the state.
